thats because both Louisiana Governor Bobby Jindal has made it pretty clear he doesn't want the money. New Orleans Mayor Ray Nagin though has already met with President Obama and my understanding is that the two of them are viewing the cleanup of Katrina and Rita as a separate project altogether than the cleanup of the economy Bush and his obese soft handed middle aged city slicker fair weather "republican" friends ruined.

Governor Jindal pretty much acknowledged that today.
