Trying to figure out how to make that good rolling filtered bass sound in Fruity Loops. Anyone got any good recomendations for a Speed Garage kinda bassy roll?

fruity loops 3 is an exellent looping tool.
find a good sample like some evil synth and try spacing the notes a bit apart like 4/4 and learn to manipulate the envelopes.Attack delay, sustain and !!!release!!!<<... this is pretty key. The fruity wrapper is pretty dope i use vst plugin synths like Rainbow 2
or Gakastor delta synth.program out your patterns on the step sequencer.runs well.
sustain and release will let you hold those evil rippers and basslines.I think thats a good start ....and thats the most typed ever i think Peace Adam :) :o

Make judicious use of the pitch slide buttons. They will give you rolling pitch. Make use of the cutoff filter and how quick its modulation rate is. if you time it just right, you can beatmatch it (or come close enough for rolling stuff)
I use it for most of my basslines.
