Mayor Greg Nickels has paid off an election debt he owed to local music promoters who actively supported him, or, more accurately, demonized his opponent, City Attorney Mark Sidran.

The city's teen-dance ordinance, which dates to grim troubles with drugs and sexual exploitation of young people in the 1980s, has been undone. Past attempts to change the laws were beaten back, most recently with a veto by Mayor Paul Schell.

Steady lobbying by the Joint Artists and Music Promotions Political Action Committee, and a change of administration at City Hall, cleared the way for what amounts to no rules at all.

A lot of whining from the industry — and make no mistake about it, this is about money, not musical expression or distractions for teenagers — centers on the shoulder-shrugging distinction between concerts and dances that mix different ages.

Basically the underlying question is, Why the fuss? Here's why:

Concerts have a definable beginning and end, with a focus of attention on a performance, not personal interaction.

Dances are just the opposite; in many ways the music is secondary. Why any self-respecting 21-year-old wants to hang out with 13-year-olds is too creepy to contemplate, but the financial survival of a local industry apparently depends on that attraction.

The city's appropriate role here is not complicated. A lawsuit challenging Seattle's old ordinance was tossed by a federal judge who correctly saw safety issues at the heart of the dispute, not a First Amendment right to party.

Among the worthwhile ordinance amendments defeated Monday were those limiting entry to age 14 and above, closing the clubs at 2 a.m. to youths under 18, having off-duty cops about in the wee hours, and requiring anyone coming and going to pay a substantial re-entry fee.

The new all-age dance ordinance hangs on the gossamer thread of basic licensing regulations and paper-thin requirements for dance promoters.

Councilwoman Margaret Pageler, who tried and failed to strengthen the rules, nicely summed up the council's dubious achievement:

"All-age dances will now be open all night to children of any age."

the fire marshall has shut down this event! We are very sorry about this , we did everything we could! We even tried making it 18+ and they said "there is still no way it would go on, you would have way to many people!"
